Abstract

Structural poverty is a social problem that is not only related to low income but is also influenced by institutional inequalities, limited access to resources, and the weak implementation of social justice principles in development. This study aims to analyze the relationship between institutional structures, access to resources, and social justice in explaining the persistence of structural poverty, as well as identifying the factors contributing to the limitations of poverty alleviation policy interventions. This research employs a qualitative approach using a literature review method through the analysis of academic literature, policy documents, development reports, and relevant previous studies. Data were analyzed using content analysis and critical analysis techniques to identify patterns of relationships between institutions, resource distribution, and policy effectiveness. The findings indicate that structural poverty is formed through interactions between institutions that are not yet fully inclusive, unequal access to education, employment, capital, and public services, as well as limited participation of vulnerable groups in development processes. This study concludes that poverty alleviation requires a transformative approach that is not solely oriented toward economic assistance but also emphasizes institutional reform, expanded access to resources, and strengthened social justice as the foundation for inclusive and sustainable development.
